ST. FRANCIS DAM DISASTER COMMEMORATION MONTH

I want thank the City of Santa Clarita for recognizing March as St. Francis Dam Disaster commemoration month. The failure of the dam in March, 90 years ago, is one of the worst civil engineering disasters in California's history. It is important we continue to be mindful of the gravity of the disaster and remember those that perished.

36th Assembly District; Relative to commending the

Community Hiking Club and
Santa Clarita Valley Historical Society

Whereas, The year 2018 marks the ninetieth of the St. Francis Dam Disaster, which occurred on March 12, 1928, when the St. Francis Dam, located north of Saugus in the County of Los Angeles, breached at 11:57 p.m. and, during the morning hours of March 13, flooded through the Los Angeles County and Ventura County communities in the Santa Clara River Valley; and

Whereas, The flood waters raged through the flood plain, resulting in the loss of an estimated 431 lives, destruction of residential, business, and agricultural property, and loss of livelihood; and

Whereas, The disaster is the second-largest disaster as far as loss of life in California, being surpassed only by the 1906 San Francisco Earthquake and Fire, and is considered the worst civil engineering disaster of the twentieth century; and

Whereas, In response to the St. Francis Dam Disaster, the State Legislature created an updated dam safety program, passed legislation to regulate civil engineering, and created the State Board of Registration for Civil Engineers, now the Board for Professional Engineers, Land Surveyors, and Geologists; and

Whereas, It is appropriate at this time to pay homage to those who were killed, injured, maimed, and/or dislocated and those who lost family members, their possessions, and/or their livelihood as a result of the St. Francis Dam Disaster, and to educate the public about this historical event in a concerted effort to secure a safer and more sustainable future for all Californians; and

Whereas, In commemorating the ninetieth anniversary of the St. Francis Dam Disaster, the Community Hiking Club and Santa Clarita Valley Historical Society will host and support a series of events to help people better understand the causes of the disaster, honor those who lost their lives, remember the survivors, and reflect on the response and resiliency of the communities that were impacted; now, therefore, be it

Resolved by Assembly Member Tom Lackey, That, upon the ninetieth anniversary of the St. Francis Dam Disaster, he recognizes March 2018 as St. Francis Dam Disaster Commemoration Month, and commends the Community Hiking Club and Santa Clarita Valley Historical Society for their invaluable contributions to educating the public in order to ensure that such a disaster never occurs again.
