The Fillmore City Council issued the following proclamation February 27, 2018:

PROCLAIMING MARCH 2018 AS ST. FRANCIS DAM DISASTER COMMEMORATION MONTH

WHEREAS, on March 12, nineteen hundred and twenty-eight, the St. Francis Dam, located north of Saugus in Los Angeles County, breached at 11:57 PM and 30 seconds and during the morning hours of March 13, flooded through the Los Angeles County and Ventura County communities in the Santa Clara River Valley; and

WHEREAS, the flood waters raged through the flood plain, resulting in the loss of 431 lives, destruction of residential, business and agricultural property, and loss of livelihood; and

WHEREAS, this disaster is the 2nd largest disaster as far as loss of life in California, being surpassed only by the 1906 San Francisco Earthquake and Fire; and

WHEREAS, it is right andjust to pay homage to those who were killed, injured, maimed, dislocated and/or who lost family members, their possessions, their livelihood; and

WHEREAS, it is important to educate the public about this historical event; and

WHEREAS, on the 90th Anniversary of this tragedy, it is the intention of the communities throughout the flood path to join together to hold a series of events to help people to understand the causes of the disaster, honor the dead, remember the survivors, and reflect on the response and resiliency of the communities along the flood path of March 12-13, 1928.

NOW, THEREFORE, BE IT RESOLVED, THAT I, Manuel Minjares, Mayor of the City of Fillmore, and on behalf of the Fillmore City Council, do hereby proclaim the month of March 2018 as "St Francis Dam Disaster Commemoration Month."
