April 1, 2017 — Affordable housing project under construction at 23610 Newhall Ave., site of a former Caltrans maintenance yard and before that, an Angeles National Forest Ranger Station.

From City of Santa Clarita website (4-1-2017):

In 2011 a partnership of National Community Renaissance and The Related Companies received approval to develop a 30-unit affordable rental housing development on Newhall Avenue at the site of a former State park-and-ride lot. In 2014 the City Council approved partial funding and the donation of the City-owned land to the project.

Construction began in March 2016 and units may be available for rent as early as January 2017. The Three Oaks development will be owned and operated by the non-profit partnership and will have two-bedroom and three bedroom units. The City will not own or operate the development.

A public-private partnership with Related California and National Community Renaissance of California, Newhall Avenue Apartments is a 30-unit affordable family apartment development located in the City of Santa Clarita on a 1.6 acre site, formerly a City-owned parking lot. The development will include 2 and 3-bedroom apartments, each with an enclosed patio or balcony, a 1,600 square foot community center with management offices, flex room, computer area, tot lot, storage lockers, bike racks and a picnic/barbecue area. Hope Through Housing Foundation will provide on-site social services and the development will be built to Build-It Green Multifamily Guidelines.
