The automobile has a 1928 California license plate. That's probably when the picture was taken.

LaSalle refers to the brand of vehicle. A 1928 LaSalle Touring Car appears below for comparison. The color scheme is probably identical.

Developed by Alfred P. Sloan, LaSalles were manufactured from 1927 to 1940 by General Motors' Cadillac division and marketed as a more affordable alternative to the high-priced Cadillac. Depending on the model, a new 1927-1928 LaSalle set the buyer back about $2,500.

According to the IRS, the average U.S. net income was $5,496.73 in 1927 and $6,196.81 in 1928. The rapid increase was arrested the following October when the stock market crashed; for the full year of 1929, incomes in the U.S. dipped slightly to an average of $6,132.22.

Reader Chris White (2017) identifies the location as 3.3 miles past Vasquez Canyon Road and 500 feet past the old U.S. Forest Service ranger station. He estimates the photo was shot at about 11 a.m., based on the position of the sun that is just breaking over the peak.
