The O?pa~trnent of Water Resou~ces recorrnnends:

1. r:1e Legislature, in accordance 'W'i th the Davis-Dolm.g Act, appropriate

funds to the State Department of Parks and Recreation for the ·construe-

. t.: .on of recreation facilities , consisting of a'ccess ro.e.<ls , boat launching

ramps, parking areas, sewage disposal and water supply systems, and

2. 're State Department of Park~ and Recreation consw-nmate a contract

· ri th the County of Los Angeles assigning the County the responsibility

>f operating and maintaining the recreation facilities. This .agreement
