On Saturday, March 10, 2012, Howard Kaplan (center) leads a group of motorcyclists in the north parking lot of College of the Canyons in Santa Clarita, Calif. (Photographed by Jan C. Bernard)

Kaplan, a retired fire captain, is employed by Nelson Motorcycle Training Center (NMTC), Inc., Las Vegas, Nev. NMTC is a private contractor hired by the California Motor Safety Program (CMSP), the official motorcycle safety and training program for the State of California. The purpose of the program is to provide training for motorcyclists to obtain the proper license endorsement. The course requires participants to complete 10 hours of practical and 5 hours of class participation. Kaplan says that there are many riders that do not have a motorcycle endorsement on their driver’s license.
